Local Unit History
Staff nurses faced continued resistance from management when they tried to insure the staff nurses' input would be utilized in staffing decisions. Nurses at Provena Saint Joseph Medical Center sought out the Illinois Nurses Association's collective bargaining resources, and stood together to become a strong part of the bargaining arm of INA. This choice was not easy, but the nurses stood together during the 61 day strike in the winter of 1993 to secure that first contract. Protection for the nurses and the patients in their care are the standards these nurses fought for. Every nurse employed at Provena Saint Joseph Medical Center continues to support and recieve the benefits of this intial effort in 1993.

We have successfully negotiated six contracts since that time and have developed a mutually respectful and productive relationship with management.

Duties of the Executive Board
The co-chairs direct the Executive Board and provide leadership at all membership meetings.

The Membership Committee co-ordinates with PSJMC and INA to ensure that all staff RNs working at the medical center are enrolled as either Fair Share or Full Dues paying members within 30 days of date of hire.

The Secretary takes minutes at all Executive Board, membership and negotiation meetings.

The Treasurer manages the funds of the INA/SJNA.

The Grievance Chair co-ordinates the enforcement of the contract and assists members in processing grievances.


GRIEVANCES

A grievance can be ANY dispute between the union and management. Grievances that are based on current contract language are more likely to be won. The Grievant (the nurse bringing the issue forward) has 14 days from the time the issue is discovered to file the grievance:

Step 1: File with your manager. You and your Grievance Representative arrange a time and date with your manager to discuss your grievance. Management has seven days to mail their response to you. If you disagree with the decision, you can advamce to the next step.:

Step 2: File with the Vice President of Patient Care Services. Again, the grievance is handed in and meeting times are scheduled. After meeting the response is mailed to the Grievant and if you disagree, you can appeal.

Step 3: File with the Vice President of Human Resources. This is the final step in our internal process. If, after the meeting, you still disagree with the response, your grievance can be appealed to INA for arbitration.

At this point, your grievance is owned by INA and its Arbitration Panel decides whether or not a case is ‘arbitrable’

Investigations and Disciplines
If your manager asks to speak with you 1:1, YOU MUST ASK if this meeting might lead to discipline. If the answer is ‘yes’, you have 24 hours to secure a Union Representative to be present at the meeting with you (Weingarten Rights). While management has the right to investigate any complaint, if you are called to an investigatory meeting, your Union Representative will make sure that due process is followed. Likewise, if the investigatory meeting leads to discipline, your representative is there to protect your rights. All disciplines can be grieved because our contract guarantees discipline for just cause.

Labor Management Meetings
The Executive Board of the SJNA and INA Labor Staff meet every other month with an members of management. Management is lead by the Vice President of Human Resources. The issues discussed and resolved at these meetings concern wages and work conditions.
Agenda items can be forwarded to any member of the Executive Board.

Patient Care Committee
The purpose of the PCC is to discuss/resolve issues related to the delivery of patient care. The Chair of the PCC presides over the meetings of its ‘feeder group’, the Nursing Care Forum, which includes representatives from all Service Lines within PSJMC. The Chair develops agenda items to be discussed at the PCC. The PCC meets bi-monthly and includes an equal number of management representatives, usually those who have issues being brought forward. The Chair of that meeting is the Vice President of Patient Care Services. Currently members of the PCC include:
